Attorney-General's Chamber,

12th July, 1902.

Dear Colonial Secretary,

I have had a couple of interviews with Dr. Clark on the Public Health Bill now before Council. He is the draftsman and has a complete grasp of the subjects dealt with. His assistance in the Council while the Bill is going through would be most valuable. I suggest for your consideration the expediency of appointing him, if it be practicable, to a seat on the Council temporarily. I understand that the Captain Superintendent of Police is sitting, provisionally, for an absent Member. Perhaps he would retire pro tem and be re-appointed when the Bill has passed. Dr. Clark retiring then and taking, as I believe he desires, leave of absence from the Colony.
